Enterprise Zone

The Colorado Enterprise Zone Program encourages job creation and capital investment in economically depressed areas by providing tax credits to businesses and projects to promote and encourage economic development activities. The program was created in 1986 and is based on areas in Colorado that have high unemployment rates and low per capita income.

Beginning January 1, 2012, businesses must receive pre-certification approval each year, before applying for tax credits. To get your business pre-certified, please click here. After pre-certification has been approved, businesses may begin applying for tax credits. Recent legislation requires that all forms be submitted online, which can be found here.

Legislation was passed in 2013 that requires areas to be reviewed against current eligibility data to determine eligibility for EZ status. In 2014, a statewide review process began to evaluate all areas in the zone.

Throughout 2015, Jeffco EDC worked in collaboration with local economic development partners, to research areas that met statutory eligibility criteria and submit a county-wide application. The criteria to be considered for incorporation was based on one of three qualifications; high unemployment rate, low per capita income, or slow population growth. Jefferson County's re-designation application was approved at the August 2015
Economic Development Commission meeting.

These new strategic zones in the county were effective January, 1 2016. Jeffco EDC serves as the Enterprise Zone Administrator for Jefferson County, managing and marketing the program for the county. Jeffco EDC, in partnership with our economic development partners, will be contacting businesses new to the EZ and educate them about the benefits of the program. Additionally, we will contact businesses that are no longer in an EZ and provide information on the grandfathering process.
