Jeffco EDC Names Carrie Kelly as New CEO

JEFFERSON COUNTY, Colo., July 31, 2025 - Jeffco Economic Development Corporation (Jeffco EDC) is pleased to announce the appointment of Carrie Kelly as its new President and Chief Executive Officer. With more than 15 years of leadership experience across the public, private and nonprofit sectors, Kelly has a proven record of leading transformative community and economic development initiatives. She will begin her new role in mid-August.

Throughout her career, Kelly has partnered with communities across the country—from Indiana to Arizona—crafting economic plans, advocating for policies and investments that strengthen communities, and preparing regions for job creation and new investment.

Most recently, Kelly served as Managing Director of the Site Selectors Guild, leading high-impact initiatives, including the launch of REDI Sites, the nation’s first site readiness designation program. Under her leadership, the Guild formed impactful research partnerships, including a multi-year collaboration with CNBC, while modernizing operations, boosting revenue, and raising its profile as a trusted voice in corporate location strategy and economic development. 

Previously, Kelly served as the Executive Director of the Arizona Association for Economic Development. There, she grew membership by more than 40%, revitalized the state’s economic developer certification program, and led strategic advocacy efforts that attracted significant investments from global industry leaders, including Intel and Taiwan Semiconductor Manufacturing Company (TSMC).

“Carrie brings a unique blend of strategic vision, operational excellence, and a passion for building collaborative communities,” said Tony Giarratano, Jeffco EDC board chair. “She sees the big picture while understanding the day-to-day effort required to move a region forward. Her leadership will be vital as Jeffco EDC continues to grow its reach and impact.”

Kelly expressed enthusiasm for Jeffco EDC’s integrated model, which unites economic development, chamber initiatives, and leadership programming under a single umbrella.

“This forward-thinking approach delivers sustainable, cross-sector impact,” said Kelly. “I’m excited to join this team to support local businesses, attract investment, and position Jeffco as a model for regional collaboration and job creation.”

As Kelly steps into her role, she joins a dynamic team. Over the past five years, Jeffco EDC has delivered significant achievements, including:

  • $5.2 billion in capital investment targeting jobs that align with the county’s talent base
  • Revitalization of the West Metro Chamber, which has doubled its membership and serves as a welcoming hub for the small business community
  • Leadership Jeffco Program, producing the largest class to date with graduates from the private, public, and nonprofit sectors
  • Youth Leadership Program Launch, now expanding to all area high schools
  • The Gateways, a signature annual event celebrating the people, partnerships, and projects shaping Jefferson County’s future
  • Peer Community Leadership Exchange, where over 30 local leaders explore best practices in other cities to bring innovative ideas home to Jeffco
